Procedures on issuing Identity Card

The identity card of the citizen of the Republic of Azerbaijan is issued by the local bodies of the Ministry of Internal Affairs of the Republic of Azerbaijan, issuing identity cards, in the order established by the Law of the Republic of Azerbaijan “On identity card of the citizen of the Azerbaijan Republic” and the Regulation on the application of this Law.

To issue a citizen's identity card for the first time, the following documents are required:

 - application form for the issuance of an identity card (Annex No.1 to the Regulation);
- citizen's birth certificate or individual identification card;
- the document referred to in article 2 of “Regulations on the application of the Law of Azerbaijan Republic "On registration on place of residence and stay" affording ground for moving to the place of residence (if a citizen has no registration at the place of residence);
-medical certificate showing blood type, eye color, height;
- conscription registration certificate or military service card of a conscript;
- document on payment of state duty;
- a document confirming the rights, if the application is submitted by the adoptive parent, guardian or committee of the citizen.

Note: citizens who have reached 15 years old, in order to register and obtain an identity card for the first time, must contact the registration and identity card service together with one of their parents or legal representatives.
