Procedures on the issue of an international passport to citizens under 18 years old

According to the rules adopted on September 1, 2013, citizens under 18 years old are also provided with an international passport to go to foreign countries. To get international passport for children, the following documents are required:

  • Identity card of citizen;
  • Birth certificate of citizen;
  • Identity cards of both parents;
  • Consent letter from both parents

For urgent medical treatment of a citizen of the Republic of Azerbaijan or of a person (persons) beside him/her, or in cases of serious illness or death of a close relative living abroad, the appropriate confirmation documents are required for the issue of passport in two working days:

  • Confirmation letter from health authority, stating the necessity for the urgent medical treatment;
  • Confirmation letter from foreign medical institution, stating the necessity for the urgent medical (in the same time, the opinion of the medical institution on the patient's place of residence must be presented);
  • Certificate of serious illness or death of the relative of the applicant from foreign medical institution;

A citizen under 18 years old may go abroad with his/her parents, adopting parent, protector or trustee. In case, a citizen under 18 years old exits from the country with one of the parents, the notarized consent letter from other parent is required. In case a citizen under 18 years old exits from the country on his own, then the notarized consent letter from parents is required. If the citizen is deprived of parental care, then the notarized consent letter is required from his/her adopting parent, protector or trustee. In the absence of a notarized consent letter from one of those persons, the issue of exit from the country of citizen under the age of 18 shall be decided on the basis of a court decision.

In cases of death certificate of one of the parents of citizen under the age of 18, declaring one of them dead or missing, the court decision on the deprivation of parental rights or certificate on the written information about father by word of mother in the birth registration record issued by relevant executive authority, the notarized consent letter is not required from this parent. The citizen under the ages of 18 who presents the notarized consent letter from other parent, with mentioned documents, may exit from the Republic of Azerbaijan.

Validity period of international passport for infants under 1 year old is a year, for children at the ages of 1-3 is 3 years, for the citizens at the ages of 3-18 is 5 years. According to the law of the Republic of Azerbaijan “on state duty”, state duty for the issuance of international passport of citizens under 18 years old, is determined as following:

Validity period of international passport for infants under 1 year old is a year. State duty is determined as:

  • In 10 working days – 10 AZN;
  • In 5 working days – 20 AZN;
  • In 1 working day – 40 AZN.

Validity period of international passport for toddlers at the ages of 1-3 is 3 years. State duty is determined as:

  • In 10 working days – 20 AZN;
  • In 5 working days – 40 AZN;
  • In 1 working day – 80 AZN.

Validity period of international passport for citizens at the ages of 3-18 is 5 years. State duty is determined as:

  • In 10 working days – 30 AZN;
  • In 5 working days – 60 AZN;
  • In 1 working day – 120 AZN.
