Recently, some citizens have expressed their concerns in the social networks about the registration and de-registration at their place of residence, including in the police administration buildings, being afraid of the certain problems they may face in the future. First of all, it should be noted that there is no cause for concern in the relevant issues. Since these legal procedures are carried out exclusively following the statutory requirements. Thus, in accordance with article 10 of the Law of the Republic of Azerbaijan "On Registration at the Place of Residence and Place of Stay", a citizen who would like to live outside the place of permanent residence for more than 60 days, upon arrival at this place, must apply to the territorial police authority with the necessary documents within 7 working days. When the citizens leave their place of residence, the police authority cancels their temporary registration.

And the violation of the legislation on registration at the place of residence and place of stay entails liability under article 563 of the Code of Administrative Offenses.

As for de-registration of people temporarily registered in the administrative buildings of police departments and units, and their registration at the place of permanent residence, it should be noted that the legal process is important for them in the first place.

In this regard, we would like to draw your attention to the fact that in the early 2000s, people with no place of residence, de-registered by court ruling, living in the houses without title deeds, and other people from this category were temporarily registered in the police administrative buildings. However, in the past period, many of them did not apply for de-registration in the police administration buildings for internal reasons, although they subsequently lived in the houses or apartments with the relevant documents. Therefore, to ensure the accuracy of registration and de-registration in this field, the reasons were investigated for the people registered in the police administration building to stay registered for many years and the availability of an actual place of their residence, as well as the legal measures were taken depending on the results. Another reason for the investigation is associated with the challenges in finding these people following the applications from the relevant government bodies regarding conscription, social benefits, compulsory insurance, marriage, divorce and other issues. It should be emphasized that a citizen is de-registered in the police administration building only if there is an actual place of residence or the possibility for his or her registration at the place of residence with the consent of close relatives and is immediately registered at the place of stay.

As for the registration of documents for the residential properties belonging to the people without relevant documents for residence, it is recommended to contact the corresponding state authorities.
