Travel to and from the Republic of Turkey is carried out based on a biometric ID card

Mutual visa-free travel of citizens of the Republic of Azerbaijan and the Republic of Turkey is carried out on the basis of a new generation biometric ID card that meets the requirements of document 9303 of the International Civil Aviation Organization (ICAO).

This rule applies only to citizens of the two countries traveling directly between Turkey and Azerbaijan. Citizens wishing to travel to third countries through the territories of Turkey and Azerbaijan must use a passport.
We would also like to inform you that citizens can travel to the Republic of Turkey with a citizen passport as well.
